Why merge at all? Every sender hands you a record starting with v=spf1, but a domain may publish only one. The fix is to fold each new sender's mechanisms into the record you already have, keeping a single v=spf1 at the front and a single all at the end.
Order matters. SPF is evaluated left to right and stops at the first match, so mechanisms keep the order you gave them. The all mechanism always matches, which is why it goes last and why anything after it is dead weight.
